Separate sealed bids for the Town of Andrews Water and Sewer Improvements Project will be received at Andrews Town Hall, 101 N. Morgan Ave, Andrews, South Carolina at 10:00 AM on Tuesday, December 10, 2024 at said office to be publicly opened and read aloud.
The scope of work includes:
This scope of work includes installing proposed gate valves of various sizes and replacing existing valves that are non-operable. Each valve size, type (insertion or replacement), and approximate location have been provided in the construction documents along with the necessary details for completing the work. It will be the contractor's responsibility to verify the locations of the valves to be replaced or inserted in the field.
Bids will be received for a single prime Contract. Bids shall be based on a unit price basis as indicated on the Bid Form.

The scope of work includes:
South Morgan Avenue Water and Sewer Improvements: This scope of work includes constructing a new 8” waterline and replacing the existing 8” sewer along S. Morgan Avenue from Main Street to Alder Street (approximately 1560 feet). The sewer will be replaced in the same trench and the waterline will be placed under the sidewalk. The contractor will be responsible for tying in all service laterals and setting cleanouts at the right of way for the sewer portion and will be responsible for replacing all service laterals and meter boxes for the water portion. Two (2) new fire hydrants will be included as a part of the water scope. The sewer scope is along the centerline of the existing roadway so traffic control will be key to this scope of work.
Airport Pump Station: This scope of work includes the rebuild of an existing pump station located at the Airport just Northeast of the Town of Andrews. All existing components will be removed and replaced except the light and power poles. The proposed station will include a new wet well, above-ground submersible valve package, new pumps, piping, components, and an all-new electrical system. The site will receive new security fencing and will be covered in an aggregate base course.
Manhole Replacement: This scope of work includes replacing existing manholes that are in bad condition across the town's sewer collection system. Manhole locations and approximate depths have been provided to the contractor in the construction documents along with details for replacement. It will be the contractor’s responsibility to survey each manhole to determine the location of the influent and effluent sewer lines in the manhole inverts. Bypass pumping will be at the discretion of the contractor for each manhole to be replaced.
Water Valve Insertion and Replacement: This scope of work includes installing proposed gate valves of various sizes and replacing existing valves that are non-operable. Each valve size, type (insertion or replacement), and approximate location have been provided in the construction documents along with the necessary details for completing the work. It will be the contractor's responsibility to verify the locations of the valves to be replaced or inserted in the field.
Sewer Outfall Master Meter: This scope of work includes installing a new magnetic flow meter at the Town’s sewer outfall on an existing 24” pipe. An 8’ diameter precast concrete structure will be dog housed onto the 24” pipe to house the proposed magnetic flow meter and will include an aluminum access hatch in the top for maintaining and accessing the meter. There are existing manholes up and downstream of the doghouse location that will allow for bypass pumping operations.

This project is being funded in whole or in part by the Community Development Block Grant Program (CDBG).
All federal CDBG requirements will apply to the contract. All contractors are required to be registered in the federal System for Award Management (SAM). Bidders on this work will be required to comply with the President’s Executive Order No. 11246 & Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI if the Civil Rights Act of 1964, the Davis-
Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240, and Build America, Buy America Act (BAP), imposed by the Build America, Buy America Act (BABA), enacted under Division G, Title IX of the Infrastructure Investment and Jobs Act (IIJA, Pub. Bidders must also make positive efforts to use small and minority-owned business and to offer employment, training and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968.
